Saksham is the key initiative which is taken up as a special project in which all the staffs are to be covered under Mandatory training of 5 days in a targeted period of 9 months. In 2017-18, Project Saksham-I has successfully trained over 12 lakh employees. It is perhaps the biggest skilling initiative where about 60 trained man days have been accomplished in 9 months.

Acknowledging the impact it does have on the workforce and the work culture, Railway Board has started the Project Saksham-II 2019 as a continuation to reflect that the learning is a continuous process for Excellence. It is heartening to inform that Railway Board mandated SCR to develop the Saksham Portal as a monitoring and reporting tool for all the units of Indian Railways. It has played an important role in making the Project a huge success.

2 Training Publication of training videos

E-office was implemented on Ratlam Division on 28th Feb 2020. Immediately after that nationwide lockdown was imposed due to COVID-19. It was not possible for us to give physical training to the staff/officers for efficient and quick implementation of e-office. To overcome that challenge Ratlam Division created a YouTube channel named "PERSONNEL DEPARTMENT RATLAM DIVISION".

Till date, 13 YouTube videos over e-office have been published over this channel. While preparing these videos the following things have been kept in mind - short duration (15 to 20 mints), Hindi as a medium of instruction and practical approach. With this zero cost innovative initiative, Ratlam Division was able to implement EOffice in a short period of time without any physical training.

These videos have got good viewership and till date has been viewed more than 70,000 times. Viewership itself tells a success story.it has been well taken across Indian Railways.

3 IT Innovation Tele Medicine in RailTel

RailTel also offered Tele Medicine solution for online consultation to help both Medical Professionals and Patients to avoid coming to hospitals for routine consultations. This will reduce the possibility of exposure of Covid infections.

Important Features:

1) This is fully integrated with UMID for Login and beneficiary automatic validation.

2) Booking Appointments based on Specialisation and Hospital.

3) In-App Video/Audio Consultation at scheduled date and time.

4) Recording of Clinical and Investigation Notes by Doctors.

5) Download and printing of Prescription with QR Code.

This is in use in all Railway Hospitals and Health Units in NCR-Delhi region.

4 IT Innovation COVID-19 Portal for Railway Hospitals

RailTel has developed Covid-19 Portal for Railway Hospitals which is fully ready for implementation.

Broad Objectives of the Portal are:

1) The application takes care of the Complete Lifecycle of the Covid-19 Treatment

i) Patient Registration

ii) Initial Screening at OP

iii) Advising Test

iv) In-Patient Admission

v) Recording and Monitoring of the historical Clinical & Lab Parameters

vi) Updating patient Status information and process related to Discharge/Transfer/Quarantine/Death etc.

2) Automatic generation of MIS Reports for complying daily reporting to various agencies related to Covid and to act as Real time Monitoring tool and Dashboard.

This is tested and currently used in NRCH, New Delhi. We can also scale this up for implementing in other Railway Hospitals where the Covid treatment is authorised. This has been integrated with UMID and is hosted on secured RailTel Cloud.

5 Training Publication of training material

A website is being developed, where all department study materials, video, circulars, codes, manual, reports, question bank, paper, etc. are being uploaded.

Till moment, around 345 books, study materials and 75 videos are uploaded in all departments. Also HRMS link provided where all 100% HR digitalization done by Pune division given for information.

Shortly online training links will also be given where anyone can give online lectures which can be seen by everyone.

7 Welfare Bicycle distribution to daughters of erstwhile Group D employees

At Danapur Divison, E. C. Railway, Amongst various welfare activities undertaken by Personnel Department, The Slogan of ‘Beti Bachao Beti Padhao’ given by Hon. Prime Minister caught our imaginations. Bicycle being a mode of transportation also becomes a symbol of freedom, participation and enabling arm for our daughters.

Personnel Department, Danapur along with Recognized Unions decided to provide Bicycle to the daughters of Erstwhile Group D staffs studying from 8th to 12th Class in school, thus motivating parents and child both to continue the education. This also in turn will enhance participation of girl child in every walk of life.

Total 208 Applications were received from staff. Bicycle of good specification and Brand was handed over to the daughters of all the staff on 24/06/2020 by President, Women Welfare Association in presence of DRM Danapur and Sr DPO Danapur along with all other officers and Union Members.

8 IT Innovation e-APAR

Pune Division, CR has developed an integrated eAPAR (employees assessment module) in railkarmik seva platform. The module provides all the stages viz reporting, reviewing and acceptance which streamlines the entire process. Each stage has DSC token service to digitally sign and prepare the final document securely.

The employees will be able to fill self appraisals and view the APARs once the final acceptance is done.

This module is being implemented in Pune Division and Personnel Departments of CR.

9 Welfare Unforeseen circumstances & Unknown territory but Welfare As Usual

Covid 19 has definitely changed our lives a lot. It has put us through some very difficult times. Not only individuals but every organization including railways is going through a difficult phase; with routines going for a toss, priorities changing and functions &processes being disturbed. Amidst these changes there is one thing that has not changed is the “Commitment to Employee Welfare”

Southern Railway is one of the hardest zones due to the pandemic of Covid 19, with many employees being affected. During the troubled times of Lockdown, the employees' welfare has been given highest priority. Claiming salaries on time or settling the retirement benefits are least of the concerns as introduction of payroll system enables us to pay the salaries and settlement benefits of employees sitting at home. But COVID 19 has also thrown upon us some unforeseen challenges like reaching out to Covid 19 infected employees without being infected, arranging financial relief to the distressed families of deceased employees towards funeral expenses on time despite closure of stations /parcel offices, Allowing CGA quickly but duly completing all formalities/checks, processing promotions so that the employees retiring during the lockdown are not adversely affected and so on. These challenges have opened doors for many innovative and out of box thinking which would not have happened if not for COVID. Right from arranging Funeral advance through Social Security Scheme to automated pension book generation through IPAS personnel Department is finding out new ways to ensure employee welfare. Relentless efforts, the undying commitment and dedication shown by Welfare inspectors and personnel branch staffs, unmindful of their personal risks have facilitated in overcoming these challenges and ensured the welfare of the employees remain intact. Many a time, irrespective of time, distance and logistics, Personnel Department has reached out to the need of the employee and their families when everything around has come to a halt.

It is once again proved that Personnel Branch forms the infantry in Mission Welfare – the catalyst for thousands of dedicated employees swinging into action.

This post is to appreciate the unsung heroes viz. Welfare Inspectors and Personnel Branch staff, who were in forefront to facilitate Railway employees in troubled Covid 19 times.
